Trainers is a Clothing item that can be acquired through shoplifting. They can be sold to (but not purchased at) TC Clothing.
The Trainers was one of the items available at the official launch of Torn on 15 November 2004, having been introduced during the Torn City Beta. [1]
The Trainers equip on layer 4 of the foot slot. [2] The Trainers layers over equipped foot armor and tighter clothing items that occupy layer 1 or 2, such as Golf Socks. They will layer under non-armored boots and other clothing that occupy layer 5, such as Santa Boots.

Historical Notes
The Trainers were originally referred to as the "Pair of Trainers." It was updated [4] to its current name 16 November 2019.
Prior to a 2014 update allowing clothing to be equipped, the Trainers had no use outside of being sold. The Trainers could not be equipped concurrently with a piece of foot armor until an update on 12 December 2017 that allowed clothing to be equipped with armor.
