Because no one wants their cause of death recorded as "it was a bit windy".

Effect & Usage
When a player has a Windproof Lighter in their inventory then:
- in Crimes 1.0 their success rate for the Arson is increased.
- in Crimes 2.0 it improves their Arson crime exp & skill gains by 5%. It is also used to ignite a fire in Arson.
