Duke's Safe is a Supply Pack item that is sent to by Duke when you accept the Duke mission Cracking Up.
To open it, first get the combination by defeating and interrogating the mission's named target (this can take several attempts). Then use the Duke's Safe from your inventory and enter the code. The contents vary. Send the item found inside to Duke from your Items page to complete the mission. Loan Shark is not the place for you to visit to complete Duke's mission.
This item is an untradable item, meaning it cannot be sold on the item market, traded, sent to another player, or dumped.
