Stochastic rounding
In some areas torn is using stochastic rounding, where if outcome is 1.6 it will be rounded up to 2 in 60% of the time and down to 1 in 40% of the time.
Bottle of Beer without rounding but with faction bonuses gives 1.6 nerve, 60% of the time it will then give 2 nerve and 40% of time it will give 1 nerve.
